A drone strike on a commuter train in the Russian city of Voronezh killed two people and wounded 17 on Monday, occurring just as defense ministers from five major European powers began talks in Paris.
Regional Governor Alexander Gusev reported that the attack struck a left-bank suburb, with debris falling on a moving train. He stated that two seriously wounded individuals were among the passengers. The governor also confirmed that the strike ignited fires at several industrial businesses, a business center, and a residential building, though he noted no significant damage occurred at the industrial sites.
In Paris, defense ministers from France, Germany, Italy, Poland, and the United Kingdom are meeting to determine the next steps for supporting Ukraine. French officials indicated the group will also discuss European defense strategy and the conflict in the Middle East. This gathering follows a June meeting in Berlin where the same five nations pledged continued backing for Kyiv to signal unity to Moscow.
Combat continued across the front lines during the negotiations. In southeastern Ukraine, a Russian strike on Zaporizhzhia injured four people, according to regional Governor Mykhailo Semikin. Ukrainian emergency services reported two additional injuries from strikes on the Chernihiv region. Russia's Ministry of Defence announced it targeted power stations in Kharkiv and the Khmelnytskyi region, along with port infrastructure in Chornomorsk and a cargo vessel near Odesa.
The war has entered its fifth year, marked by escalating attacks on energy infrastructure. President Volodymyr Zelenskyy said on Sunday that Ukraine would halt strikes on Russian oil refineries only if Moscow stops attacking Ukraine's power grid. He argued that if Russian attacks continue, the United States should allow Starshield to detect missile launch sites over Russia or supply Patriot missiles. Ukraine confirmed on Saturday that the Starlink and Starshield systems were fully functional again after more than a week of restrictions.
Diplomatic efforts are also ongoing. Negotiators from Ukraine, Russia, and the United States are scheduled to meet in Abu Dhabi, United Arab Emirates, during the first half of November.
